When I sign in to Ebay, to the settings and then to "seller dashboard", instead of a rating, it says "Sell your first item on eBay to see your Seller Dashboard!" . Does this mean I can, or cannot use this existing Ebay acc't?
When you list your first item your account will automatically be converted to a seller's account. Having an older buyers account can actually make it easier to get listing limit and other increases (if you don't know what that means- don't worry, we will cover in training).

I have not sold anything on eBay for a long time and this is what came up "We've missed you. Start selling again on eBay to see your seller standards dashboard. Start selling Learn the selling basics" Does this mean I have to open a new account?
This is fine, it just means you need to list and sell something to get the seller account active again (or for the first time). Perfectly normal for ebay and you should not open a new account.

Votes= How many people purchased that specific item Rating=Feedback. It is average score on a 1-5 scale. Generally, we should only aim to sell products with at the very minimum a 4 rating as these will have less issues and returns.
